If you're simply changing the current Paypal account's email address, you'd do that within Paypal. If you have a new Paypal ID that is attached to a new Paypal account, and therefore you want the payments to be charged to the new Paypal account, you can select the "Billing" link in your admin and identify the new account to be billed there.
