You can manipulate that all via CSS if you'd like, by repositioning the elements. You can also use JavaScript as well if you prefer, you can insert any desired JavaScript within the fields contained under "Customization > Content Areas" which gives you the ability to adjust positioning as well.
If your intent is to make these changes in order to reduce duplicate questions, that is already built into the Ask Question field and that is why that is most pronounced. The reason most users get to your knowledge base is because they want to ask their own question...so that is the field they'll go to the most and when they start typing their question....Answerbase automatically recognizes if there is a similar question already in your knowledge base and auto-suggests that content, see here:
