Yes, you're able to do that easily as you see fit. In the admin site, you can edit the product association to each question and choose to add as many products as you want...or for more general questions you can also associate to "All Products" when it makes sense.
You can accomplish this in your administration site when viewing your question..you'll see an option to edit on the right side as seen here:
When you're editing, you'll see the option to search for and add as many products as you'd like, or even select "All Products" as seen here:
The "All Products" selection is great for common questions that apply to your store as a whole, for example...with questions addressing shipping or returns policies which may apply to all products.
After you've selected your product (or products), simply save your selections and your question will be associated with what you've selected.
