Yes, if you'd like to publish a question and answer pair that you create yourself you'll see in the top of the administration platform there is an option to "Post New" and you can select "Question" from that drop down as you see here:
When you post a new question, you'll enter the question title of how the customer would ask the question.
Question Detaliss: You will see an option to enter any question details as well but most questions that are posted do not contain anything further than the question title itself....so don't worry about that field. Please note that this IS NOT where you should post an answer, that will come in the next step after you create the question.
Identifying the Associated Product
On the bottom of the question form, you'll see the ability to identify the product you'd like the question to be associated with as seen here:
After you've identified the product, click "Save Question" and you'll be brought to the official "Question Details Page in order to manage that question.
Answering the Question
On the bottom of the question details page, you'll see the ability to post an answer to that question as seen here in this example:
So, you can enter your answer and post it and just make sure you choose "Published Publicly" with how you want it to be published in that bottom section....and post the answer.
Please note that there may be a 5-15 minute cache on your product pages, but once that cache clears then you should be able to see that Q&A content on the product page.
