The answer to this question (like all things when it comes to content) is....if answering the "People Also Asked" question would be valuable to an actual visitor of your page that you intend to publish the content on...then it's fine to publish and add your own unique perspective in the answer. If you're publishing it because you think Google will like it (regardless of whether your user would get value from it)....then don't publish it.
Google recently addressed this specifically, where they gave a warning of using "Google Trends" for content ideas....and then Google's John Mueller communicated that he would put People Also Asked questions in that same category....where he said "Definitely them too". See post here...and look at John Mueller's specific comment to Barry Schwartz's post on the bottom:
This is why answering your own customer questions (through Answebase of course) and publishing/distributing them appropriately is the best way to source your content ideas. Your customers are unique people with unique informational needs within the context of their own life.....and your team can answer their informational needs with their own unique insights/expertise based on their own experiences. This is exactly what Google is looking for....and Google's core updates continue to steer in this direction.
