Answerbase has a few options for sites wanting to charge users for access to their Q&A environments.
If you're on the business plan and managing your own login/registration, you can connecting using Single Sign-On and then require payment within your login and registration processes that are managed on your side.
If you're on the basic or professional plans where Answerbase is managing login and registration, you can set your settings under "System Settings > General Settings" to only allow access to members after manual approval....and require them to pay via a third party service (like Paypal, or other) and once they complete payment you can give them access.
