We do support a "Basic Registration" which only requires their email address....which you'll need for them to be able to post a question and get a notification when an answer is posted. Otherwise, they wouldn't know about a new answer.
If you have a public community, users are able to browse questions/content without even giving their email address....its only when they're trying to post or take an action like voting when that is required.
