Your designer can access the currently applied CSS of your site in the administrative area under Customization>CSS. At the bottom of the page is a guide to writing your own CSS; the divs are clearly labeled so it should be pretty straightforward. It's really just a matter of reflecting your desired changes, and if he's familiar with CSS, he shouldn't have any issues. Depending on what he's looking to accomplish visually, he can do very "in depth" visual adjustments/reorganization using a combination of Javascript and CSS.
