To allow document attachments, go to System Settings > General Settings in your administration area and scroll down to "Content Formatting Options." This section will allow you to select what types of content that you would like your users to be permitted to post. Check the box next to "Attach Documents," and it will show up as an option when you're asking/answering questions. Click on the image below to view a screenshot of where you can achieve this.
