A user is able to edit an answer they submit for 15 minutes after posting, but otherwise that is not available for normal users outside of the administration area. The purpose is so your site owns the content, and so users are able to rely on the information still being there for SEO benefits, allowing reference back to through links that get posted on other blogs, etc.
