Our search is powered by the widely used Lucene.net search index, which has "stop words" which are the commonly used words like "and", "that", etc....so it doesn't consider "that" of much importance. If you search more realistically used search phrases with some better identifying words, as users will use when they do a more realistic use case, the search does pull results.
