You only have the opportunity to send private messages as administrators, you can set a question's publishing status to "Private" and then in the admin area you are still able to submit an answer directly to them. Only the asking user can see this respose. You'd have to manage that through the administration area; private messaging is not currently a functionality that we support between peers.
Direct questions are also available, but those are simply public questions that allow users to be sure that a specific expert gets a notification that their expertise has been requested specifically.
