If you are on the Basic plan, that would be the reason you cannot find the option to allow your users to login through third party services. The Basic plan does not provide this service. If you are on the other three plans, you can find this option under "System Settings > Third Party Login." If Third Party Login is a service that you require, you can upgrade at anytime by selecting "Billing" in your admin site.
