To visit the content, users don't have to create an account; you can just set the site to be public, and they can see the Q&A content. Regarding asking/answering, users can ask questions anonymously as a guest, but they are still required to enter an email address so they can be alerted when an answer has been submitted for their question. This can be accomplished by going to "System Settings > General Settings" in your admin area and then adjusting the "Registration and Login Options".
