You have probably disabled the ability to ask questions, so you have to enable that and then the field to ask will show up. You can do that when looking at a user's profile in the administration site under the "Members" tab where you see those permissions per user. Click on the following image for a screenshot of where this can be achieved.
For the system as a whole, you can define the default permissions that will be given to new users under "System Settings > General Settings" where you can find those same permissions. Click on the image below for a screenshot of where this can be achieved.
