In order to add a video to a question or an answer, you have to have that video hosted on a video service like Youtube, Vimeo, or others. You'll see that in each video service, they provide an option to embed that video into another service...see an example of how YouTube displays this option here:
You can then take that <embed> or <iframe> code and paste it into the "Insert Video" option on Answerbase as seen here:
Once you submit, you'll be able to play the video right from within the question or answer.
