What that setting will do is give the answer visual authority over other answers when people are looking at the answers on the front-end. It will especially highlight the answer under the question and specifically call out that it was answered by one of your staff (as opposed to a community member, in case you have community features enabled.

Typically this would be used only if you are using Answerbase for customer community software and have community featured enabled, allowing people other than your team to answer questions.
