From the end-users actions, an answer is selected as the "Voted Best Answer" in one of two cases:
That will highlight the the answer as the "Voted Best Answer" on the page.
On the administration site, the administrators and moderators can manually choose what answer is selected as the best answer, and will see an option to do so as they're viewing the answer on a question details page.
- If it receives the first thumbs up vote from the user who asked the question
- If it receives up to 3 votes from other members, who are not the user who asked the question.
