Yes, you can easily disable the recaptcha when users are taking an action on your site and you can manage that in your administration area under "System Settings > Registration & Login" where you can see an option to disable that as seen here:

If you uncheck that box, that will disable the recaptcha from showing for users as they're asking, answering, etc.
