Sometimes an admin user may find that they can't login....most of the time this has to do with them forgetting their password or perhaps their browser has an older password saved. Either way....if you're an administrator and have a request from a qualified team member that they can no longer access the administration site....you should search for their user on the top by their email address as you can see here:

Then you can click into their admin profile and choose to change their password:

Then you can enter a new password and save it. Then, securely communicate that new password with the user and they should be able to login just fine.
