If you are talking about the "Experts" widget you build in the widget builder under the "Integration" area, the users identified in that widget are identified by their answering activity on the system and the points they've earned while answering questions. There is a regular batch process that runs in the background (a couple times a day) to calculate/update points associated with answering; so that may have to run through in order to update that list and have users display.
