When a user is logged in on the public site, they have an edit profile option on their logged in navigation on the right through which they can change their icon. It can be changed in the admin area by visiting the user's profile, then selecting the "Member" tab, and then selecting "Profile Information." Click on the image below for a screenshot of where this can be achieved.
