You are able to assign categories or tags to users so they are updated about those questions when they are posted. Public users have "Subscriptions" where they're able to subscribe to tags or categories....and then in the administration side you can add the moderator role and then either have basic moderation where your staff is updated on any/all activity or you can make specific category/tag/responsibility assignments there as well. If you are the default Admin, you can see those options by going to your profile in your Admin area and going under your "Moderation" tab.
